The raw schematics belong to Embedded Artists.
If you need the board dimensions and schematics in PDF they are in the Quick Start Guide page 41.

Unfortunately no.
What are you trying to achieve?
FYI there are some Eagle part libraries here: http://ics.nxp.com/support/models/lpc1000/
